During the first part of this seminar, PhD students will receive information and advice from the Chairs and discuss how to improve the presentation of a paper and how to organise papers in such a way that these papers conform to the standards required to have them published. In addition an importance of the empirical research for the practice will be highlighted.  The structure of PhD theses will be analysed and differences between a paper based on an empirical or theoretical research will be pointed out and how these should be reflected in the theses. Following questions could be considered: Are outcomes  of  your research relevant and useful for the  practice? If yes, how and in which part of the theses it should be argued?  In which forms could these outcomes be delivered to practitioners? Is there any potential to write a good policy paper based on your research?

The objective of the seminar is to improve the capacities of researchers in understanding the policy making process and writing a good policy paper.

 

The policy paper is considerably different from the traditional academic paper, in that the findings of the research must be applied to the issue in question and used to argue for a specific set of recommendations to address the problem. As such, central to the paper is the problem-solution relationship and this is the driving force in producing a policy paper which is clearly targeted and focused on arguing for a particular policy recommendation.

The purpose of the policy paper is to provide a comprehensive and persuasive argument justifying the policy recommendations presented in the paper and therefore, to act as a decision-making tool and a call to action for the target audience.

The Working Group on Public Administration Reform in CEE and CA provides a forum for structured research and reflection on the dynamics of public administration reform in the NISPAcee target region countries. Specifically, the group focuses on patterns of reform in the EU New Member States (Central and Eastern Europe), the West Balkans, and in Central Asia. Public administration reform is defined as any restructuring of the administrative part of the public sector in order to solve organisational and/or societal problems associated with this structure and intended as promoting a professional, merit-based and neutral civil service.

 

For the Annual NISPAcee conference in 2019, the group focuses on the relationship between social science and policy making, which has been a recurrent topic in social science literature for some time. 


Weiss (1979:426) introduced the concept of "research utilisation", and proposed one of the first classifications of the mechanisms that influence the use of research in the policy process. With the New Public Management paradigm for reform in the public sector, the focus on actively using evidence-based knowledge in policy and administration increased significantly. The core assumption is that the decision-making process improves through the use of the research evidence (Head, 2016). Pollitt (2006: 259-261) discussed different types of knowledge provided by academics to practitioners, and proposed a range of roles performed by academics in relation to administrative practice. According to Pollitt (2006), the tasks of the academics in their relationship to the world of policy and administration include using scientific methods to structure the problem that needs to be addressed, help with concept clarification, act as facilitator/moderator, help with decision structuring by using appropriate scientific methods, question false assumptions, provide methodological advice on how to collect data, and to put forward advice based upon limited generalisations.

 

A different direction of the research in this area focused on the transition from the traditional knowledge production systems where academics provide the answers to the problems posed by practice, towards investigating the communication between practitioners and academics, with the extension towards co-production, characterised by cooperation between the two worlds (Cepiku, 2011: 132, Gibbons et. al, 1994).

The aim of the Working Group is to deliver research in the area of public finance and public financial management undertaken in the NISPAcee region and to support the publication of original research on the topic. In order to do so we have prepared a three-year plan which includes preparation of papers for the NISPAcee Journal and an edited volume on a topic finalised at the 2019 Annual conference. We want to fully use the expertise of the coordinators to assist and support, especially our younger authors, to succeed in this area.

 

The focus of the WG in 2019 is on public finance for sustainable development with its focus on three tracks:

(1) Performance management and budgeting,

(2) Taxation and tax reforms, 

(3) Macro Public Finance.

The goal of the WG is to focus and become a vehicle for discussion and debate around capacity challenges to professional evidence-based public policy making in the countries embraced by NISPAcee but not limited to, institutionalisation of public policy analysis procedures and concrete remedies for those challenges.
WG on Evidence-Based Public Policy Making  welcomes theoretical, empirical, comparative research papers of academics and practitioners on both diagnosis and possible remedies for the shortcomings or bottlenecks of evidence-based policy making in certain countries and/or regions.
Special attention will be paid to Policy Design and Policy Practice in the European Integration Context.

Bridging the gap between academia and praxis in the analysis and management of civil society is one of our priorities this year. Building bridges between scholars and practitioners can have benefits for NGO’s and academia alike, such as applying participatory action research to policy challenges, fostering service learning in the classroom, and better sharing of practical experience. Therefore, we are planning to organise a practitioners’ panel that can create a space for dialogue between scholars and practitioners and foster interaction between the two sectors.

 

The general theme of the Working Group on NGOs is the role and performance of NGO’s in governance in CEE countries, neighbouring regions and within the European Integration context.

The aims of WG are to analyse the history and contemporary practice of inter-regional and cross-border cooperation, its management, its forms and administrative procedures, its social and cultural peculiarities of, and the impact of inter-regional and cross-border cooperation on the development of regions that are involved in cooperative processes. The theories of regional development, according to the aims of WG IV, should be extended and specified as theories of inter-regional and cross-border development, which are taking into account its benefits, challenges, outputs and outcomes. The concept of inter-regional and cross-border cooperation and development, its definitions, and its rationale are the main focus of WG4 research.

The Working Group on Local Governance deals with all sub-national levels of governance from several points of view: regulation, structure, organisation, functioning, finance, representation, election, and public policies etc.

 

Local and regional governments are facing new challenges in a time of crisis, in the era of "illiberal” turns and recentralisation in several countries. The new challenges require new structures, scales, functional methods, new cooperation forms, new kind of politics and policy making. But it is also clear that the responses are manifold in different countries in spite of some general trends and similarities. It is time to identify the common features and practices and also different patterns of territorial governance and the reasons behind them.

The E-government Working Group invites innovative papers on the influence of information communication technologies (ICT) on government, public administration, public policy and the public sector at large. The main focus and differentiation of NISPAcee regarding this topic is discovering some of the special challenges originating in the CEE region and also contributing to the general discourses on digital transformation of citizens, institutions and governance.

Linked with the 2019 Main Conference Theme, "From Policy Design to Policy Practice”, we aim to better understand how eGovernment projects are implemented in CEE countries, both at national and local levels, and to better map the role of stakeholders in driving innovation through digital transformation of public institutions. Special attention will be paid to Policy Design and Policy Practice in the European Integration Context.

The main focus of this newly introduced panel is on the procedural side of administrative action, both at the regulatory level, as well as the level of individual administrative decision-making. Namely, it is possible to distinguish between two integral approaches to the rule of law - formal (e.g. publicity, generality, consistency and comprehensibility, equality, certainty, etc.) and substantive (protection of rights, equality). Nevertheless, as seen in the EU (e.g. in the Regulation on open, independent and efficient administration) and elsewhere, particularly procedural rights are put forward to enhance people’s sense of the rule of law: people are likely to accept the decisions of administrative authorities in so far as they trust the basic procedural guarantees, the functioning of the institutions, and the rule of law as a whole. However, within the processes of privatisation, globalisation and marketisation in contemporary governance, the rule of law is challenged by both the delegation of regulatory powers of economic and social regulation to state and non-state actors, as well as by the responses to these processes by the governments that might undermine the core principles of democratic governance. Thus, the quality of the regulatory process may be considered as a safeguard of the rule of law and a way to prevent state capture and corruption.

The panel discussion will be designed around the idea that the desired whole-scale renewal and redesign of public administration organisations can most usefully be seen through a strategic management prism, that is one which integrates and goes beyond standard Weberian/bureaucratic and New Public Management (NPM) paradigms to display a greater concern for core and bottom up themes of public value, co-creation and democratic participation as complementary values to those of due process (Weber) or efficient and cost effective service production (NPM). The strategic management focus of the panel differs from an operational management perspective in that it is organisation-wide, operates at a higher order than functional level strategies (e.g. Finance; Human Resource Management) and proceeds over a much longer timeframe.

In particular, we will focus on various downwards facing models of strategy and schools of thought that may help local governments and national agencies build more participatory, legitimate and inclusive decision-making processes, which we are exploring in our current and major EU Horizon 2020 funded project in this area.

 

The aim of the panel is to disseminate and receive feedback on intermediate results of the EU-funded project COGOV.

 

More precisely, the objectives of the panel are:

 

o    To present the initial results of the EU-funded project «Co-Production and Co-Governance: Strategic Management, Public Value and Co-Creation in the Renewal of Public Agencies across Europe.«

o    To discuss the challenges in strategic renewal of public administrations across Europe.

The aim of the panel on Cultural Policy, Creativity and Smart Management in Central and Eastern Europe addresses the framework of public policy and cultural planning, which are perceived as driving tools for smart sustainable development. Relations between the culture, creativity and government policies will be addressed under the umbrella of the 27th NISPAcee conference to take a multi-actor approach to creativity, smartness and cultural policy analysis (policy design, implementation, and learning).

The focus for the upcoming conference is to encourage researchers, as well as practitioners’, to focus on various areas of cultural policy and their impact on creativity and smart sustainable development. It is obvious that the presenters will look for the answers to the following questions: What are the key barriers and opportunities of policy design and implementation in cultural policy agendas and arenas? What are the key impacts of cultural policies on the level of creativity and smartness? How do culture and creativity shape smart sustainable development?

The aim of the panel is to create exchange amongst researchers and practitioners on the "new” public value paradigm in administration and governance, its implications and challenges on different levels.

Social wealth and the wellbeing of the individual have many sources, amongst them public services, contributions of private households, and also civil society and private companies as well as services related to public goods. Public value represents a public administration paradigm and a governance approach, which focuses on the collective aim of public value and processes for reaching this aim, and which highlights the role of the state in these processes. The focus is placed on civil society and the relationship between citizens and the state, which were neglected in the New Public Management approach. Citizens are no longer conceived as passive recipients or consumers, but are supposed to (have the possibility to) participate in public value, generating political processes in diverse ways and making active contributions. Public Value Management can be understood as a reaction of neoliberal deficits of New Public Management, since public managers also play an active role in this perspective. Public managers’ tasks now include the steering of networks of deliberation and service provision and the maintenance of the overall system capacity. Public value orientation aims at strengthening the public sphere and at a fair distribution of goods and services, as well as at developing mechanisms that enable deliberation about values and value preferences.
 
Although the public value concepts were developed without explicit connection to discourses on sustainability, ecological economy or political ecology, there are links to topics such as distribution equality within and beyond generations, quality of life and ecological sustainability. One implementation approach is thus an orientation of politics between absolute planetarian borders and humane, social minimum standards. The role of the public value approach is not only to define and create concrete values, but also to delimit the area of environmentally safe and socially just values with these two absolute borders in order to create an ecologically sustainable and fair society. Such a public value orientation of the state, in which participatory processes of value definition are combined with socio-ecological aims, is also crucial for the freedom to think of new forms of society and economy.

The Astana Civil Service Hub (ACSH), a joint initiative of the Government of Kazakhstan and UNDP, was established in March 2013 by 25 countries and 5 international organizations to serve as a multilateral platform for the continuous exchange of experience and knowledge in the field of public service development. Currently ACSH is comprising 40 participating countries and more than 35 partner organizations.

The ACSH’s mission is to assist in promoting public service effectiveness by supporting the efforts of governments of countries of the region and beyond in building institutional and human capacity. This mission is implemented based on three main pillars:
•    Partnerships and networking;
•    Capacity building and peer-to-peer learning;
•    Research and knowledge management.

The establishment of public service in the CIS and Caucasus countries is closely connected with the transformation of the role of the state after independence in 1991. Even though the common purpose of reforms for all countries was to build an effective public service, in fact, each country has followed its own unique path in the design and implementation the public service reform agendas. This is precisely why countries, despite the relatively similar starting positions, have achieved the different type of results.

Now is the time to assess the progress made, to draw lessons learnt, and to identify actual problems. Moreover, many methodological aspects of the reforms of the public service of post-socialist countries are insufficiently researched, and it is needed systematically and continuously generate the knowledge.

The main objective of the panel session is to discuss the lessons learned, best practices, as well as to provide participants to share the experience and find the ways to tackle common issues.
