On the one hand the economic development necessitates stable and professional administrative systems. On the second hand, do exist the opportunities for this normative realisation in an environment of frequent change and prolonged uncertainty? Working Group intends to deal with the often unpredictable nature of the CEE/FIS transitional context. It will explore the consequences of large-scale changes and prolonged uncertainty (i.e. in a political, economic, and systemic sense, etc.) in CEE/FIS countries on administrative behaviour and thus, on the wider governance environment.
