In this conference Working Group 1 extends its interest in the interaction

of politicians and bureaucrats to include issues of coordination and

policy advice. A great deal of executive work involves attempting to make

government policies more coherent and to to govern in a coordinated and

effective manner. The papers included this year reflect those concerns,

as well as our continuing concerns with the role of public bureaucracy in

making public policy.
