Abstract  
  		 The Paper Proposal represents the results of the study «Public Engagement in the Budget Policy». It’s purpose is to describe the need and willingness of citizens and CSOs to participate in decision-making of budget policy in Belarus and give recommendations, how to ensure public participation in budget policy at the local level in conditions of highly centralized public finances. The research includes the analysis of a sociological survey on public engagement in the budget policy in Belarus and results of focus-groups with the most active representatives of civil society. We will also describe the best international practices in this field.
