Presenter Gyorgyi Nyikos Abstract The objective or research question(s): National budgets play a key role in the transition to a sustainable, green and circular economy. Fiscal policies are a key element of governments' integrated strategies to combat climate change. The general objective of the study is to analyse the relevant European regulations (e.g. EU taxonomy) and the European Green Budget Framework (GBF), as well as the national practices in different Member States, in order to identify the necessary measures. The research aims to clarify and analyse three specific elements: (1) to present the green fiscal frameworks and practices (including the institutional environment); (2) to understand the main methodological challenges in identifying expenditures, tax expenditures and revenues that are beneficial or detrimental to the environment; (3) to provide guidance on the conditions and entry points for the green fiscal framework and on the areas for improvement needed to strengthen the national green fiscal framework in order to achieve different levels of development. Data and methodology: The desk research examines national budget classifications, statistical classifications, the EU Green Budget Reference Framework (GBRF) and other useful reference documents. The review of academic literature and documentation (e.g. the above-mentioned policy and other official documents, evaluation reports) will be complemented by interviews with national authorities (ministries). Expected results: Work on green budgeting methodologies and indicators is ongoing in the EU and globally. There is a need to improve the current institutional environment and capacities both in countries that do not have a GBRF and in countries that already have some green budgeting tools in place compared to the proposed EU GBRF. It is important to identify areas where improvements are needed a) to provide the necessary conditions and entry points for GBF, or b) to strengthen national GBF to achieve different levels of development.
