It is necessary to create conditions for the transition of the economy to a new development trajectory. The scope of the research covers a wide range of issues. Considering the capabilities of government agencies, the principal objective of the paper is to analyze the ways of employing and regulation of new technologies and adapting to them. The suggestion of professionalizing the public administration by recognizing people and their attitude to work is an invaluable resource for changing the culture of public administration. The paper aims to analyze the human and processes resources of public administration through political, economic, societal, and technological needs of the state. While addressing the challenges of public sector in Kazakhstan, the principal conclusions of research will be in developing of ways to benefit from public administration 4.0. In order to increase the attractiveness of public administration as an employer and the general image of public administration, it is necessary to purposefully and sustainably contribute to the development of public administration 4.0.
