Presenter(s) Martina Balážová, Comenius University, Bratislava, Slovakia Abstract Participatory budgeting often comes to be categorised as one of the most successful instruments when it comes to (as also its name indicates) participation (e.g. Sintomer, 2012). Instrument spread through Latin American continent, following to North America, Asia and Europe, engaging people in decision making and prioritisations on where to allocate public money. It is often being mentioned as travelling innovation (Lehtonen, 2021); policy, traveling from one context to another adapting to local customs. It travelled in a form of comprehensive administrative reforms, as politically neutral device to improve governance (Röcke, 2012) especially when arriving to Europe and CEE region. Recently it was brought to the light, that PB development in CEE region was undoubtedly different from the original case, and instead of resulting in radical changes to increase activities in favour of marginalised groups it results only in small changes, stagnation even (de Vries et al., 2022). It is ambitious to understand the structure, drivers, and motivation of participants themselves, since the proper data is lacking in majority of cases. Therefor we would like to get deeper inside the topic and analyse these characteristics and structure of participants activated by PB. This work presents case study of Czech city Brno, where we gathered information consisting of age, gender, education, economic activity, and preferences of all participants for period of four year of its beginning in 2017 till the recent process in action 2021. On this case, we observe and analyse particularities of participants group; not only in static terms of one year period, but also drafting a trend on how the participatory base developed throughout the period of four years. Both desk and field research were employed to gather data and to use relevant qualitative as well as quantitative data for address our research question.
