Presenter Róbert Martin Hudec Abstract This paper aims to fill the gap in the understanding of policy advisory systems during the Covid-19 crisis. The second wave of PAS literature calls for a greater focus on contextual factors and Covid-19, as it can be considered a Wicked problem, is a significant one. We focus on a selected part of PAS, the Slovak advisory committees internal to the Government on the executive level. Based on the literature review, three factors have been identified for analysis. The roles of these advisory committees, their activity during the Covid-19 crisis, and their expertise. Expertise has been studied in the case of the Slovak Central Crisis Committee, as this was the most active one. There are several committees that do have advisory and coordination function, but most of them were not active during the first wave of crisis. Also, the character of the CCC has switched and people from public administration were replaced by politically affiliated ministers and state secretaries. Both of these factors could be related to the shock that the crisis brought into the day-to-day running of the state, reinforced by the fact that Slovakia went through full-scale government exchange in the first wave. There were no significant changes occurring during the first wave of crisis or the second exchange of government.
