In order to improve the functioning of the state, it is necessary for public authorities to pursuit policies and reforms guided by principles of good governance, as defined and promoted by international institutions and organizations (e.g. Council of Europe). We look at the case of Ukraine, which since 2014 has engaged in an extensive reform process aimed at fostering good governance and thus resilience in the face of internal and external threats. We shall provide an in-depth analysis of the territorial-administrative reform, with special emphasis on decentralization. Thus, this paper shall seek to answer to the following questions: What are the drivers and features of this reform? What have been the main achievements and challenges so far? What are the most contentious issues? This research is primarily a qualitative one, highlighting the main features of the territorial and administrative reform. We shall consider the underlying drivers for change and provide a (discursive) framing for this process. We rely on methodological instruments pertaining to both content analysis (especially programmatic documents and normative acts establishing the legal and institutional frameworks) and discourse analysis (revealing the ideological / identity bias of the main political stakeholders and the inherent struggles of power reflected in the competing discourses). We shall rely on both primary (e.g. legislative documents) and secondary sources (e.g. Ukrainian media reports, academic works). We argue that an appropriate decentralization and territorial-administrative framework could overcome the existing challenges, be it internal cleavages or external threats.
