Title	Web Accessibility in the field of social services and benefits: the case of Romania

Abstract	The objective or the research question(s) This paper examines the current situation in Romania in terms of web accessibility provided by two key institutions in the field of administering social services and benefits in Romania – County Directorates of Social Work and Child Protection (DGASPC) as well as County Pensions Houses. As the pandemic context further accelerated development of e-government worldwide, and several key life events have been and continue to be digitalized, there is a strong need to ensure information and communication accessibility for persons with disabilities and persons with functional limitations in general. Therefore, the paper adds to the debate on digital inclusion, as a contributor to enhanced social inclusion. Data and methodology Study methodology will be based on desk research as well as on the availability of information on the monitored websites. The grid for assessment includes relevant items, such as: (i) font size, (ii) color contrast; (iii) text spacing; (iv) white and black (grey tones); (v) highlighting links; (vi) bright background; (vii) reset; (viii) screen reader (voice); (ix) pause animations; (x) dyslexia friendly; (xi) cursor; (xi) tooltips; (xii) text align; (xiv) report a problem, as available options. Each item will be assessed depending on its availability on the webpage. Therefore, each item represents a binary variable for the institution. The researcher will also effectively try the functionality on the web page only, if possible. Additionally, the name of the webpage will be examined. All webpages of two key institutions will be assessed, in total 89 webpages, namely 47 webpages for the County General Directorates of Social Work and Child Protection (41 counties and six districts of the municipality of Bucharest) and a total sum of 42 URLs for the County House of Pensions (41 counties and one for the municipality of Bucharest, as all the territorial house of pensions from the districts of Bucharest have the same webpage). Results will be cross-validated between the two evaluators. Expected findings The analysis will signal if there are steps undertaken by Romanian public authorities towards web accessibility, as outlined by implementation of several features included in the international guidelines. It will examine potential discrepancies in implementation between types of institutions – within and outside the two key groups. County level institutions subordinated to the National House of Pensions are expected to display a greater degree of homogeneity, when compared to the decentralized units of county social assistance and child protection.
