Presenter Olexandr Kilievych Abstract It is proposed to investigate the phenomenon of multifaceted digital transformations occurring in developing countries (in particular in Ukraine) in the process of the fourth industrial revolution, their impact on public governance and the emergence of new opportunities for policy analysis. Digital transformation can be seen as a change brought about by three interconnected forces: new technologies, new business models, new user habits Under the impact of new technologies and digitization of all major sectors of the economy, the digital transformation of main economic agents - households, businesses and government - is taking place. Public institutions are changing, and new markets are emerging. The public policy environment and the behaviour of key policy stakeholders are changing. Communications between policy actors are changing dramatically. With the development of the digital society, new opportunities are emerging to develop better policies based on public value through citizen engagement. It is suggested to consider the peculiarities of development of all these processes in Ukraine in comparison with other countries, first of all, the developing ones which are actively transforming, as well as how the process of policy analysis in the conditions of formation of the digital governance system and emerging the successes and failures of applying policy analysis.
