Presenter Peter Molnar Abstract The outbreak of the pandemic in 2020 posed new types of challenges for the governments. Digital government and especially e-administration could play a vital role in keeping the citizens and the public organizations connected in a time when limiting personal contacts is essential. Although the topic offers many research opportunities, my paper focuses mostly on a narrow but unique segment of the Hungarian public administration. Local governments are special units of the governance and their study is essential, as we are talking about organizations that have the closest relationship with citizens. In the course of my research, I primarily examine the extent to which local governments have been able to take advantage of the opportunities provided by e-administration in their relations with the citizens and in their internal operation in the current legal environment. The paper is based on a survey involving a significant number of Hungarian local governments. The obtained results were compared with the available data on international comparison frameworks for Hungary and other international databases. Based on the methodology described above, we can get a relatively clean picture of the characteristics of the electronic administration practice of the local governments of the country including its weak points as well.
