 Title  THE ROLE OF TEACHING PA VOCABULARY FOR CREATION OF INTERNATIONAL COLLABORATIVE GOVERNANCE PA DISCOURSE

The challenges of new public administration paradigm and the implementation of the collaborative governance principles in the era of globalization and digitalization of public administration functioning require greater attention to the problem of creation of common international collaborative governance public administration (PA) discourse. As the English language is considered by many researchers to be the lingua franca for this purpose, the study of English vocabulary of public administration by future civil servants – the public administration (PA) students of the universities - can contribute to handling this problem.
Vocabulary aspects of English Language Teaching (ELT) and teaching English for Specific Purposes (ESP) at the Department of English Language study of the Institute for Social Sciences (ISS) of Russian Presidential Academy of National Economy and Public Administration (RANEPA), Moscow, had been analyzed by the author. The research methods included theoretical research, analytical research methods, methodology of empirical research, methods of comparative research, etc. The results of the analysis made it possible to conclude that in modern conditions of globalization and international communication in order to understand better the mutual values of citizens of Europe, to avoid discrepancies in vocabulary application, and to improve mutual understanding of civil servants speaking different languages, the creation of international collaborative governance PA discourse is necessary. The unification of the descriptive list of English terms concerning public administration activity is also needed. For this purpose, an International English Language Vocabulary on Public Administration should be created and introduced into the educational and training process of future public administrators. The creation of such a Vocabulary as well as the process of writing new textbooks and teaching aids based on it, and of using new digital technologies and new methodological means during ELT and ESP teaching at universities should be launched. The creation of international collaborative governance PA discourse during teaching ESP at PA faculties could contribute both to professional competencies development of PA students in Europe and to improving academic mobility of the students and teachers of PA faculties of universities what in the long run could contribute to better communication of civil servants in Europe.
