Lean thinking as a quality improvement approach is widespread in foreign business structures, and is also used in the activities of some domestic industrial enterprises, but now in the Russian Federation there is a growing interest in the implementation of Lean in the public sector. The relevance of the study is due to the positive experience of Lean implementation in foreign countries and insufficient study of the problem of methodological support of the process of Lean implementation in the public sector.
The article focuses on the prospects for the development of a lean approach in public administration. The study includes a research literature review and data from websites of government organizations, analysis of case on implementation of Lean in the public sector in different countries, as well as content analysis of related media publications. Case on implementation of Lean in the public sector are evaluated in the context of Russia. It is shown that in Russia the potential of lean tools is still underestimated, and the use of lean technologies in government activities is at an early stage. The research indicates that the tools used by public authorities are usually limited to a set of two or three of the most simple and adaptive tools. Analysis of cases has proved that countries foreign seem to be more inclined to the formation of a culture of lean thinking among government employees, and a transition from the use of short-term lean management tools to more complex forms of lean management.
The research findings confirm the hypothesis: the threats to the world economic situation associated with the spread of COVID-19, contribute to increasing interest and practical importance Lean in public administration. As a result, identified three main directions for the development of lean thinking in the public sector: Lean as a way to increase the efficiency of government bodies, budgetary organizations and as a technology to increase the efficiency of economic development of the state, reflected in the relevant government decisions.
