The impacts of budget support on the economic development of a country are numerous and are divided into two main directions: 1) macroeconomic stability and 2) poverty reduction. Macroeconomic stability is a very important criterion and which is linked to a better macroeconomic environment, a sustainable economy and an effective mobilization of internal resources. Maintaining macroeconomic stability and responding appropriately in the event of a sudden crisis are among the key criteria for benefiting from EU budget support. In this way, the EU monitors macroeconomic developments regionally, globally and in each partner country.
Referring to ‘poverty’ in Albania, it is related to a number of factors that are not necessarily directly related to budget support, but that include employment status, age, gender, geography, ethnicity and levels of education. Groups that are consistently at risk of poverty are the unemployed, those with low levels of education, individuals living in rural areas, the elderly, vulnerable women, people with disabilities, and individuals belonging to Roma and Egyptian communities.
The first statistics produced according to the same methodology as the EU are data produced by the EU - SILC (statistics on income and living conditions) were first published by the Albanian Institute of Statistics in December 2019. Thus, Income and Living Conditions Survey (EU - SILC), measures living conditions, relative poverty and material deprivation in every household. This methodology is in full accordance with the EUROSTAT methodology, as well as the methodology used by all EU member states. Thus it helps to make regional comparisons and also with the EU standards.
