INSTITUTIONAL SETTING

There are two forms of degree programmes in public administration according to Slovak legislation:

There are no specialised PhD studies in public administration. Students seeking a doctorate may specialise in public administration within more general PhD programmes.

The following academic institutions offer public administration degree programmes:

1. Matej Bel University, Banska Bystrica

Faculty of Economics

This institution may be characterised as more of a business school than a school of economics. Two departments jointly provide PA/PM programmes: the Department of Public Economics and the Institute for Regional Development. Students have the option to pursue specialised, part-time bachelor’s studies, part-time and full-time master’s degrees (Ing.) or to specialise on PA issues in doctoral programmes.

2. University of Economics Bratislava

Faculty of the National Economy

This faculty can be characterised as a mixture of a typical school of economics and a business faculty. Students may pursue part-time and full-time master’s (Ing.) studies or to specialise on PA issues in a doctoral programme.

3. University of P. J. Safarik, Kosice

Faculty of Public Administration

The Faculty of Public Administration, founded in 1998, will gradually replace the Faculty of Law’s Institute for Public Administration in teaching PA. Students may pursue full-time master’s (Mgr.) studies and may specialise on PA issues in doctoral programmes. The Faculty of Public Administration already enrolls second-year students (of a five-year programme), and the Institute for PA has students in the third and fourth year (of a four-year programme), who will finish their studies there.

4. University of Cyril and Metod, Trnava

Faculty of Philosophy

This faculty initiated two programmes related to PA/PM in 1998: Law in the Public Services and Management and Economics of Public Services. Neither programme has been accredited to date, nor are they likely to be accredited in the near future. Therefore, these programmes are not discussed elsewhere in this report.

5. University of Trencin, Trencin

This university offers a two-year programme in public administration and expects to graduate its first students in 2000. This programme is not yet accredited but is currently developing a new programme, which will teach PA as a specialisation within the broader field of human resources. Because of these two factors, the University of Trencin will not be included in this report.

6. Other Universities

Other university programmes have features of PA in their curriculum. These are listed below, but will not be included in this report.
