CONCLUSIONS

The basic goal of this report has been to outline the comparative and “European” elements of existing Hungarian public administration academic programmes. This serves as a prerequisite for achieving the broader goal of developing a more general “Europeanisation” strategy for PA degree programmes. The final conclusions can be drawn only on the basis of all individual country reports. However, some cautious and preliminary attempts can be made considering Hungary’s experience, at least with respect to establishing the requirements of a future common Europeanisation strategy.

When outlining the entire system, there are at least two dimensions in which some sort of change may be needed. One concerns the general content and the disciplinary balance of the programmes. The other is related to the weight of comparative and, specifically, comparative European issues within PA programmes.

In the first dimension, it might be useful to strike a better balance between the legal and formal-normative approach, on the one hand, and approaches and frameworks of other social and applied social sciences. More emphasis should be given to the policy framework and the management aspects of public administration. This dimension might, of course, pose some questions about the institutional-organisational aspects of the Hungarian PA education system; but, these questions can not be addressed in this report. In the second dimension, emphasis on comparative issues of public administration will most likely be strengthened – a much needed change given the need to Europeanise.
