On November 27, 2015, the
second project meeting was held in Bratislava at the Headquarters of NISPAcee.
The project coordinator and
expert, Ludmila Gajdosova, Executive Director of NISPAcee, opened the project
meeting and welcomed all participants: leading project expert Milan Oleriny (MP
Consulting) and project experts Sylvia Kniezova (SMART F.I.S. sro), Viera
Huskova and Miroslav Huska (ENPRO Consult), Boris Balog (Ministry of the Environment
of Slovakia) and the NISPAcee project management team, Juraj Sklenar and Elena
Zakova.
Mrs. Gajdosova and Mr. Oleriny
informed all participants about their travel mission in Tbilisi held on October
25-30, 2015.
The main goals and objectives of the initial mission were the following:
i)To initiate
cooperation with the local Partner – NALAG.
ii) To visit various ongoing projects and private
agencies in several regions.
iii) To see,
study and evaluate existing Tender Documents with recommendations to modify them
based on best practice from the EU, EBRD and overseas Tender Procedures.
iv) To discuss
existing Tender and Evaluation Procedures as well as Contract bases with local
Staff, technicians and procurement departments in the country to obtain an
overview of existing practice.
v) To obtain an overview of the current
situation in the water sector in the country.
Tasks based on initial Mission
1. Modify and
submit a new version of the timeframe for related activities under ToR.
2. Prepare and
submit a draft version of Tender Documents for Works/Services.
3. Prepare
a draft document for Audit Trail for implementation.
4. Prepare programme for the second Mission to discuss
the related documents with NALAG and local authorities.
5. Prepare a draft version of
the document: "Guidelines and Methodology for Tender Documents”.
Tasks &Recommendations for next Mission
The main targets for the next
mission (April 2016) are:
- Study and incorporate
materials, Decrees, Laws, and systems into Tender Documents.
- Visit WWTP in Tbilisi
county or in the rural region and small cities for FS and water piping.
- Discuss with NALAG and
local authorities involved in Tender Procedures a draft version of Tender
Documents and useful Annexes to Contracts.
- Discuss with the local
staff of NALAG an audit trail for infrastructure projects.
