Target group:
20 participants from Bosnia and Herzegovina - from the local government units, as well as from relevant Ministries, employees responsible for investment projects in the water sector. 10 of them will be future trainers ready, after the project end, to use the developed project manuals for future trainings.
ToT objectives and expected results:
To explain and to familiarise participants with the work with individual Manuals developed in the framework of the project. The project has been focused on EU conditions and so all the manuals developed in the frame of the project could be utilized for projects financed by the EU funds. These will be also the core part of the training.
The objective of the training will be also to provide the practitioners with relevant Slovak experience in the field. In addition the participants of the training will be informed on the FIDIC contract conditions used by the EBRD Bank and the World Bank to be used as alternative contract conditions also for EU based projects. An active participation and knowledge of each participant will be evaluated by Slovak Experts.
All participants should become familiar with an implementation of the EU tendering procedures and utilization of all the project manuals in their practice or for further trainings in BiH.

- Introduction to the FIDIC contracts.

- Advanced preparation by participants: case studies from BiH (to be discussed during ToT)

Identical training methods will be used for each Manual (see the programme). Presentation only and subsequently discussion with participants will be applied for a part ”Introduction to the FIDIC Contracts”.

Application process:
Applicants are kindly asked to send:
- Curriculum vitae in the EU format or similar.
- Short case study from their work or practice in the past, actual or planned investment projects - if any. The case study should describe an open or crucial part/challenge/problem of an investment project in the water sector in their region. The case studies will be studied in advance by the trainers and selected cases will be utilised for exercises and learning purposes during the training. The trainers will demonstrate how to use the developed manuals for the presented investment projects and discuss with participants how to find possible solutions and ways to solve open issues. A group of applicants can also submit joint cases together.

Profile of Trainers:
Mr. Milan Oleriny is the Main Expert for this project. He is an acknowledged expert in FIDIC contracts and an esteemed published author in the field of International Construction Law, Tendering Procedures, Public Procurement Procedures, Contracts, Pricing and Claim Management.
Mr. Oleriny lectures and tutors FIDIC courses in the Czech and Slovak Republics acting as a Procurement Expert, specializing in construction projects and water/wastewater projects. He has over 15 years’ professional experience in water and wastewater projects in Central and Eastern Europe, the CIS and Balkan countries. Thanks to his good knowledge of both English and the Russian language he provides services in multicultural surroundings all over the World. As an Expert and Author of 5 books, he has experience with EU-based Infrastructure Projects (Water, FS, and WWTP) for Tendering Documents, and Contract and Evaluation Procedures as well as experience with PRAG Conditions for EU-based Projects under the FIDIC P&DB and FIDIC RB Conditions.
Mr. Juraj Tkáč is a legal expert focused on public procurement. He has more than 10 years experience in the public procurement, implementation of investment projects and consultations for FIDIC.
Mr. Tkac has experience with public procedure on site of public authorities as well he represented the bidders. Thanks to his previous experience with EU funded projects, he can point out into most frequent errors in public procurement tender stage for EU funded projects
Mr. Boris Balog is a legal expert. Within the project he utilizes his expertise in the approximation of EU legislation and especially in the comparison of the new EU directives in the field of EIA and Public Procurement and requirements on their implementation in the BiH national legislation. He has obtained his knowledge and experience during his work as the Director of the Legal Department at the Slovak National Council and also at the Ministry of Environment and, at present, at the Ministry of Economy of the Slovak Republic.
