Project "Capacity Building of NAPA for Open Local Governance” finished

The project "Capacity Building of NAPA for Open Local Governance” was implemented jointly by NISPAcee and NAPA (National Academy for Public Administration under the President of Ukraine) and it was supported by SlovakAid, a Slovak Ministry of Foreign Affairs' Programme.


 
The project was running in the period April 2016 – October 2017 with the specific objective to improve the quality of the education for open local governance at the National Academy of Public Administration under the President of Ukraine. There were developed 2 outputs:
 
Output 1:  Development and an increase in professional training capacities of NAPA in the area of open local governance - NAPA lecturers’ participation in the study tour to Slovakia and in the interactive training seminar for NAPA Trainers/Lecturers

Output 2: Development of 6 new training modules and 6 teaching materials including 20 Slovak and Ukrainian case studies:
-              Efficiency in Local Service Delivery
-              Transparency, Openness, Intelligibility
-              Performance Budgeting
-              Citizen Engagement
-              Identification of Local Leaders
-              Participatory Budgeting


The project results were achieved by team of Ukrainian and Slovak project experts Volodymyr Vakulenko, Hryhorii Borsch, Nataliia Grynchuk, Juraj Nemec, Daniel Klimovský,  Tomáš Jacko,  Ľudmila Malíková, Ľudmila Gajdošová and Elena Žáková.

All developed teaching materials were published in Ukrainian and English and disseminated via NISPAcee and the NAPA website, on Facebook, to various databases and all relevant institutions and contacts in Ukraine.
 
The teaching materials were incorporated into 6 NAPA study programmes – in total 47 study courses were influenced by the new teaching materials and lessons learned during the project.
