NISPAcee Public Administration Education Quality Enhancement Project (PAQUALITY) 
First Year of Activities

The project began in September 2019 and is implemented within the Erasmus+ Strategic Partnership KA203 Programme. It should be finalised by August 2021. There should be eight Intellectual Outputs completed within the project duration.

NISPAcee was working on the implementation of the project’s first three Intellectual Outputs from the beginning of the project:

O1 - Assessment of Methodology and Materials of Public Administration Teaching and its Relevance for Practice

This analytical output consists of initial country studies developed and based on project guidelines. The studies are focused on the present state of public administration education in new EU member countries. The output covers a general description of public administration programmes and systems of evaluation/accreditation in these countries. The aim of this activity was to collect initial reports of public administration programmes’ data and systems of evaluation, not only in the countries of the project partners but all new EU members covered by NISPAcee. These studies will be utilised in the next project phases, but they are also an important resource of knowledge and information for project partners at the beginning of the project.
The Output includes 11 country studies and 6 analyses of surveys on the practical relevance of programme competencies, focused on programmes run by HEI partners. The studies and analyses are published on the project portal:

O2 - Open Platform for Quality Sharing in Public Administration Education

The project open platform was launched and is continually maintained (see above link).
A database of higher education public administration programmes in 11 countries targeted by the project: Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, Slovenia was established. More than 450 programmes are included in the database. Selected data of the database which are not in conflict with GDPR would be open to the public at the beginning of 2020.

O3 - Methodological Framework for Quality Improvement of Project Partners

This output is based on the peer learning method and development of self-evaluation studies of participating HEIs programmes based on EAPAA guidelines. Project partners will participate in evaluations of programmes of other HEIs, based on their self-evaluations. 
Ten 10 self-evaluation studies are being developed, 2 of them for EAPAA accreditation/reaccreditation and 10 evaluations, 2 of them directly by EAPAA by the end of this year. Lessons learned from the self-evaluation process, as well as the evaluation reports, will be published on the project portal at the beginning of 2020.
