 Sustainability and  Effectiveness of Civil Society Organizations in Kyrgyzstan


 

The project "Sustainability and Effectiveness of Civil Society Organizations in Kyrgyzstan" (2008 - 2009) was implemented by NISPAcee in cooperation with the project partner institution Social Research Center, American University of Central Asia. The project was supported by SlovakAid.

Brief project description:

From 2005, under the new President and government, Kyrgyzstan is aiming to build a truly democratic state. Important part of the democratic governance includes participation of civil organizations in governmental policy making which is still not in place in Kyrgyzstan. Therefore this project aims to create better conditions for civil society organizations for their active participation in the policy making processes. This requires sustainable and effectively working organizations. The legal system and its conditions are vital for civil rights and initiatives in the each state therefore the Kyrgyz legislative framework concerning civil society organizations are targeted in the project. The positive experience from Slovakia in this area will serve the best for achievement of the project goal.

Project outputs:

- Analyzes of the legislation framework for CSOs operations in Kyrgyzstan and of implementation of relevant legislation

- Slovak best practices supportive for CSOs operations

- Lessons learned from Slovak experience

- Policy recommendations proposing changes for improvement of Kyrgyz legislation in the field


Project activities
:

- Preparatory meetings

- Review of relevant Kyrgyz legislation

- Field research in Kyrgyzstan - questionnaires, interviews, roundtable for governmental representatives and CSOs

- Preparation of the Slovak best practices

- Study visit of Kyrgyz representatives in Slovakia workshop and study visits of relevant Slovak institutions

- National workshop in Kyrgyzstan for high level governmental representatives, CSOs, members of Parliament, media and other relevant organizations

- Policy recommendations published in English, Russian and Kyrgyz languages and distributed to governmental institutions, the Parliament, CSOs and mass media
