The 23rd NISPAcee Annual Conference

May 21-23, 2015, Tbilisi, Georgia

organised in cooperation with the Caucasus University, Tbilisi, Georgia

The Main Conference Theme: Insourcing and/or outsourcing: How do they contribute to the public administration reform?

The annual conferences of NISPAcee focus on a significant theme, which facilitates a better understanding of important issues regarding the administrative development and policymaking capacity in Central and Eastern Europe and Central Asia. The conferences include experts, scholars and practitioners who work in the field of public administration in Central and Eastern Europe (including all countries covered by NISPAcee's membership, the Russian Federation, Caucasus and Central Asia), as well as from many other regions and countries of the world.

The focus of the 23rd NISPAcee conference is on the evaluation of the concept of outsourcing (or externalisation, in broader terms), its successes, failures and challenges, with the focus on the conditions of transitional countries in the NISPAcee region. Theoretical papers from various perspectives, assessing the concept of outsourcing and its environment in the NISPAcee region, but especially empirical studies on processes and results, are invited.
