Transfer of Innovation in Methodologies for European Officials: Follow up on a joint learning path


The project "Transfer of Innovation in Methodologies for European Officials : Follow up on a joint learning path” (TIME OFF), which has been conducted under Lifelong Learning Programme/ /Leonardo da Vinci/ Multilateral projects/ Transfer of Innovation is focused on the training of public administration officials of EU member states. The motivation to conduct such a project was among others based on the recommendation of Audiovisual Executive Agency of the European Commission to continue with dissemination and innovation of results and outputs of the previous project (Identifying and Validating Competences of European Officials – The Road to a Joint Training).

The TIME OFF project’s realization phase started in October 2009 and ended in March 2011. The project’s consortium was composed of Institute for Local Administration Prague as the project leader, Instituto National de Administracao (Portugal), Scuola Superiore dell’Amministrazione dell’Interno (Italy), Institute for Public Administration (Bulgaria) and for certain period until their project’s withdrawal also Institute for Public Administration (Slovakia).

The main aims and objectives of the project could be divided into three parts.

Firstly, three training modules from the previous project were updated and innovated. These modules are focused on following areas: Free Movement of Citizens, Crisis Management and Right of Asylum.

Secondly, competences of officials in two new areas were identified in two new areas and subsequently two new training modules with utilization of methodology established in the previous project and verified on the national and international level. These modules are focused on Integration of Migrant Women and their Active Inclusion. Training modules topics belong to socially crucial ones and were selected intentionally with the respect of need to solve such key issues.

Finally, eLearning versions of all modules were produced. During the realization phase of the project, representatives of target groups had the opportunity to participate on face to face pilot courses as well as eLearning pilot courses, which were very important, because remarks and suggestions of participants were reflected and involved in final versions of the modules.

Five training modules on Free Movement of Citizens, Crisis Management, Right of Asylum, Integration of Migrant Women and Active Inclusion belong to the main output of the project.

Both face to face and eLearning modules are available on CD which, beside the description of the project, contains also the map of competences of officials in areas concerned.
