NISPAcee experts’ mission to Georgia

 

Two NISPAcee experts, Ludmila Gajdosova, NISPAcee Executive Director and Milan Oleriny, Slovak project leading expert from the project "Effective Project Management in the Water Sector in Georgia: Implementation of the EU and EBRD Methodologies”, supported by SlovakAid, which began on October 19, 2015, participated in the initial project mission to Tbilisi, Georgia on October 25-30, 2015.


The main goals and objectives of the mission were: to initiate cooperation with the local Partner – NALAG; to visit all the relevant institutions connected with water management in Georgia and discuss ongoing projects and procedures of individual institutions and various donors; to review, study and evaluate existing Tender Documents with recommendations to modify those based on best practices from the EU, EBRD and overseas Tender Procedures; to discuss existing Tender and Evaluation Procedures, as well as a Contracts base with local staff, technicians and procurement departments in the country; to acquire an overview of existing practice, and generally, to acquire  an overview of the current situation in the water sector in the country.

 

Finally, it was also important to review and agree with the local partner all the details of the next stages of the project.


 

The experts visited the following institutions where they met with relevant local experts and discussed the above issues: NALAG, Slovak Embassy to Georgia, Ministry of Regional Development and Infrastructure, National Environmental Agency, United Water Supply Company, Water&Power Company of Georgia, Ministry of Regional Development and Infrastructure, Municipality and Water&Power Company in Rustavi, Potable Water Plant in Rustavi, and the Municipal Development Fund of Georgia.

 

All the meetings and materials reviewed confirmed that the idea and main goal of the project to use the sample of the EBRD and EC Tender Procedures are highly relevant for the water sector for capacity building in this area, which is urgently needed.
