Law and Public Management Revisited


There are several topics to address for this debate:
1. Theories and Practice of Law versus Management:
2. Law versus Public Management, the reform agenda:
- Legality vs. discretion: the role of courts and the pressure of public managers.
- Deregulation
- Transparency and public administration
- Speeding up administrative proceedings for effectiveness
- The issue of "Better regulation”
3. Institutional issues:
The institutional issues are interrelated with issues of PA reform.

Format of the meetings:
· There’s going to be a limited number of participants (app. 30).
· There is a focus on dialogue and discussions. Therefore, there are no formal
presentations of papers; there are some keynotes to start a debate and participants
contribute with the elements of their research. There is a selection of people based
on research conducted and paper proposals. A selection of these papers will be
published.
· In principle, there is a series of topics to be covered with co-chairs for the debates
after a key note per topic.

New Role of NISPAcee in EAPAA

EAPAA Organisation

EAPAA was founded in 1999 and was reformed in 2010. EAPAA now has two formal corporate members: the European Group for Public Administration (EGPA) and the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee). The member programmes of these organisations can be affiliated to EAPAA.


EAPAA Accreditation

Accreditation is open to all academic level Public Administration programmes in universities and comparable institutes. An institution may apply for accreditation when it thinks it is ready for accreditation of one or more of its programmes.

Accreditation Categories

There are several accreditation categories:

· bachelor programmes

· master programmes

· combined or comprehensive programmes

· executive/mid-career master programmes

Accreditation Services Fees

To cover the costs of the activities of EAPAA, both EGPA and NISPAcee charge EAPAA affiliated programmes a Accreditation Services Fee (EGPA: €400; NISPAcee: € 300). The costs of the accreditation procedure are to be assumed by the programme applying for accreditation. See for details the EAPAA website.

How to apply for affiliation

Applications for affiliation can be sent to the EAPAA secretariat. It is also possible to use the application form on the EAPAA website: (http://www.eapaa.org).

The NISPAcee Journal of Public Administration and Policy

Call for Papers

The NISPAcee Journal is predominantly devoted to public administration and public policy issues in Central and Eastern Europe. The main goal is to publish top quality papers based on own empirical research carried out in Central and Eastern Europe, theoretical papers developing general public administration and public policy theory, or their specific dimensions in the region.

SlovakAid project Georgia

TbilisiManaging Public Investments at the Municipal Level in Georgia  

Supported by: SlovakAid, a Slovak Ministry of Foreign Affairs' Programme

The project "Managing Public Investments at the Municipal Level in Georgia" has been implemented by NISPAcee, in co-operation with the Project Partner Institution "The National Association of Local Authorities of Georgia” (NALAG). The project is supported by SlovakAid; began in November 2010, and the project's activities are scheduled to last for a period of one-and-a-half years.

Managing Public Investments at the Municipal Level in Georgia

The preparatory meeting, which was the first joint activity, was held at the beginning of December, 2010. The core project team of experts and project management met to jointly discuss the project plan, the coordination of all individual project activities, the timetable and division of roles and responsibilities.
