E-participation gives citizens new opportunities to influence decision-making in traditional political institutions by using internet technologies to articulate, discuss and evaluate political demands. It was hoped that the rise of e-participation would lead to a renewal of democratic cultures as well as strengthen accountability and trust. From this perspective, experiences from e-participation projects are disenchanting. Low participation rates, the absence of deliberativeness in anonymous online forums and small political commitment regarding the results of online participation have eroded the appeal of e-participation.

This conference invites scholars to present case studies of e-participation at the local level, and to further develop our theoretical understanding of the mechanisms of e-participation.

Please send your abstract of no more than 500 words to Jaroslav Dvorak (Jaroslav.Dvorak@ku.lt) by the 1st of November 2018.
A peer reviewed publication of the conference proceedings is planned.

The Conference will be organized by the Department of Public Administration / Political Science, Klaipéda University; Faculty of Business, Management and Economics, University of Latvia; Tallinn Law School, Tallinn University of Technology; and Department of Public Administration, Harz University of Applied Science.
