Street-level bureaucracy research has grown into a scholarly theme of its own. It has revealed that teachers, health workers and other public officials working in direct contact with individual citizens, fulfill their tasks in scanty circumstances. Resources are low while expectations are high and come from many sides. Public managers and political authorities, as well as demanding clients and a watching public are holding these street-level bureaucrats accountable. How do they cope? How do work circumstances, but also their personal motivations, matter? If street-level bureaucrats in fact are co-makers of public policies, what does this mean? Not in the least, if street-level bureaucrats practise accountability beyond formal hierarchy, what does this imply for organizing alternative forms of control?

Exploring these questions is the aim of this conference. The topic is inspired by a new book, the Research Handbook of Street-Level Bureaucracy: The Ground Floor of Government in Context, edited by Peter Hupe and published by Edward Elgar.

Conference themes
Three keynote speakers have been invited to reflect on a particular theme suggested to them and to do so from the perspective of insights they selected from the handbook. These three themes are, respectively, 'The Politics of Ground Floor Governance', 'Citizenship and Street-Level Bureaucracy' and 'In Praise of Public Service Professionalism'. These themes will be addressed by the following speakers and moderators:

The Politics of Ground Floor Governance.
Keynote speaker: B. Guy Peters, Maurice Falk Professor of American Government, Department of Political Science, University of Pittsburgh.
Moderator: dr Liesbeth Van Parys (researcher and consultant; chapter author).Citizenship and Street-Level Bureaucracy.
Keynote speaker: Steven Maynard-Moody, Director of the Institute for Policy and Social Research (IPSR) and Professor in the School of Public Affairs & Administration, University of Kansas.
Moderator: Professor Trui Steen (Public Governance Institute, KU Leuven).In Praise of Public Service Professionalism.
Keynote speaker: Paul du Gay, Professor in the Department of Organization at Copenhagen Business School and Professor and Director of Research at the School of Management, Royal Holloway, University of London.
Moderator: Tania Dekens, MSc (Chief Executive Oficer Iriscare, Brussels; Public Manager of the Year 2017).
