Europe has a crisis in terms of economic and social inequality and opportunity. While the EU economy recovers gradually and creates new jobs, tens of millions live in hardship and face the prospect of a bleak future. Huge resources have been made available by the European Union in 2014-2020 through the European Social Fund to help improve skills, labour markets and less advantaged communities. Yet despite the clear range of problems facing us, using ESF effectively continues to be an elusive goal in many places and in many ways.

This EIPA 2-day seminar examines how to make ESF more effective on the ground – how to make it a success. We will focus on the key elements of programme implementation – targeting, project selection, achieving results, financial management and control, measuring progress and success.

Some of the issues to be considered:

Has the result emphasis of programmes had an impact on project selection and project quality? Are we tackling the real problems on the ground? How important are successful partnerships for project success?
What are the best indicators for measuring progress and how are we measuring impact?
Is the Performance Framework a useful tool? has it led to the need for OP amendments?
Are programmes facing automatic decommitment in 2018?
Are authorities using simplified cost options and are these reducing the administrative burden / simplifying Management Verifications?

How will it help you?
The objective of this seminar is to ensure that participants have a good grasp of how ESF can be used to maximum effect. We will have examined how to apply ESF rules, principles and procedures and how to develop good practice in the implementation of ESF programmes and projects. We will have heard about recent success stories from around the EU and look at the future investments in human resources in line with the European Pillar of Social Rights.

The seminar will be led by highly experienced EIPA experts/consultants, who have been working with the ESF for more than 20 years. There will be 2 keynote interventions from the European Commission and from the Austrian Ministry of Labour. We aim to make the seminar as interactive as possible. Participants will have ample opportunity to exchange views informally on the seminar topics. Workshops will be used to help participants get to grips with practical tools and methodologies.

Who will benefit most?
This seminar is aimed at managers and practitioners from ESF managing authorities (Managing, Certifying and Audit authorities), whether they are national or regional authorities. It is also designed to be relevant for project sponsors and other stakeholders associated with the Social Fund either at programme or project level, including local authorities, education bodies, chambers of commerce, NGOs and community associations and so on.
