• Does the finance department use jargon which you don’t understand?
• Do service departments have difficulties keeping to agreed budgets?

If so, you are not alone!

Public sector bodies use budgets to express their priorities and achieve their objectives of delivering services to its citizens so making the right budget choices is essential. Budgeting cannot just be left to the finance department – finance managers and service managers need to work together to make better decisions for the organisation.

EIPA’s budgeting courses have helped many participants to understand what decisions need to be made in the budget process, how they are made, what to do at different stages of the process and how to do it and why the decisions are sometimes difficult, especially at a time of limited resources.

They have been attended in recent years by both new/recently appointed staff in finance departments develop their skills and by service managers managing budgets and delivering services to gain a better understanding of budgeting.

How will it help you?
This very practical workshop covers budgeting at all levels of government (EU, national and sub-national), at organisational, departmental and unit level and also, through the medium of EU-financed projects, of activity/project budgeting.

By the end of the seminar you will:
• Better understand why public sector budgeting matters;
• Be familiar with key budgeting terminology;
• Know how budgets are prepared and used in practice, including budgets for EU-financed projects;
• Know how to conduct public sector budget reviews and service reviews, especially in hard times when expenditure reductions need to be made.

To help you to do so we will:
• Give you initial input with presentations explaining key ideas and processes in budgeting;
• Use examples/case studies to explain how public sector budgeting works in practice;
• Give you exercises to reinforce your understanding of the practical application of budgeting processes.

You will also have the chance to discuss with our experts and other participants the issues arising in your situation.

This seminar is an introduction to public sector budgeting for officials in European institutions and agencies, national and regional governments, municipalities and other public sector bodies such as educational institutions and national executive agencies.

It will help those who are responsible for preparing budgets at organisational and/or activity/project level, including budgets for EU-financed projects, and budget holders who need to understand budgets so that they can use them to manage their services.

It will also interest academics, international financing institutions, and service providers (including NGOs) interested in bidding for EU-financed projects.

Come and learn from our experts how budgets are prepared and how budget decisions are made in practice and their practical experience of the challenges you are facing.
