(Online participation/presentation of a paper could be allowed in exceptional cases, e.g. governmental, visa, institutional, or travel restrictions and similar, based on a request of a registered participant. The request must be sent to NISPAcee before the conference by April 10, 2023, at the latest, to the following address: nispa@nispa.org).
 
(The Second Round of the Online Application with Paper Proposals was opened exceptionally for the conference 2023 due to special circumstances and requests of NISPAcee partners.
EXTENDED deadline for submissions of paper proposals was January 20, 2023.)

Dear colleagues,

On behalf of the organisers, the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee) and the National Academy for Public Administration in Serbia, it is our pleasure to invite you to the 31th NISPAcee Annual Conference "THE FUTURE OF PUBLIC ADMINISTRATION ENABLED THROUGH EMERGING TECHNOLOGIES" which will be held from May 24-27, 2023 in Belgrade, Serbia.

Contemporary public administration is tackling the challenges of globalisation, social and demographic changes, migration, and climate change. Layered and complex reform trajectories and instruments are needed to modernise public administration, improve efficiency and effectiveness of service delivery, and achieve high standards of reliability and accountability. All sectors of society, including public administration, will have to play a role in the effort towards a green transformation.

Faced with rapid and accelerating socio-economic change, public administrations need to take into account the opportunities offered by new technologies, as well as develop new services aimed at openness, transparency and citizen participation accordingly. The conference will pay particular attention to the topic of digital transformation of public administration. The issues to be taken into consideration are as follows: the role of the public sector in the fourth industrial revolution, as well as the challenges of implementing new technologies in the transformation of public administration. Moreover, in the knowledge society, the capacity to innovate and the ability to implement new innovations are very important for the public administration of the future.

The scope of the topic is an opportunity to directly reference the theme of the 2011 conference held in Varna, Bulgaria - Public Administration of the Future. The objective of this topical review is to gain insight into the changes and developments predicted and problematised at the Varna conference (public administration reform, e-Government, Civil service, fiscal policy...) and to gain insight into the realised potential, new challenges and issues of public administration a decade later.
 
The conference will take place in Belgrade, a vibrant and diverse city, a bridging point between the East and the West, the past and the future, the traditional and the modern. Its multi-layered cultural heritage and a brimming artistic scene offer a unique blend of both classical and cosmopolitan opportunities to suit every taste.
