Management of Social and Economic Development of the Territory: The Case of the Republic of Tatarstan

Glebova Irina Stanislavovna - born in 1971, head of the Department of State and Municipal Management, IUTR, Kazan Federal University, candidate of economic sciences (1998), associate professor (2004).
In 1995 she graduated from the Kazan State University with a degree in sociology, teacher of socio-political disciplines. In 1998 she graduated from the post-graduate course in economics and defended the candidate's dissertation on the specialty 08.00.01. "Economic theory". Since 1999, she works at the Department of State and Municipal Management: firstly as an assistant, then as an associate professor.
Member of the commission on the conflict of interests in the Prosecutor's Office of the Republic of Tatarstan.
She moderated the strategic sessions in the municipal districts of the Republic of Tatarstan and acted as an external expert in the design of their development strategies in 2016. She moderated 16 discussion areas on the analysis of problems in Kazan in the development of the city's strategy.
She was an external expert of a report on the grant "Assessment of the influence of the Universiade -2013 on the socio-economic development of Kazan and the Republic of Tatarstan" (2013-2014).
She acted as a trainer in the training of young entrepreneurs in the framework of the program of the Republic of Tatarstan "Youth Entrepreneurship Support Program of the Republic of Tatarstan" (2014).
She acted as a consultant on the evaluation of the socio-psychological climate in the company LLC Start and on the regulation of their conflict situation (2014).
The executor of the grant of the Ministry of Economics of the Russian Federation for the implementation of the Presidential program for the preparation of managerial personnel for the organizations of the national economy from 2009 to the present (holding classes and supervising thesis).
The organizer of five international on-line conferences in cooperation with the REU named after G.V. Plekhanov along the profile direction of the department.
The organizer of the third international student conference "Transformation of Civic Self-Awareness in the Context of Globalization" (December 2014).
 She participated in the design of the Kazan Development Strategy until 2013 as an external expert on the section "Society".



In the Republic of Tatarstan special attention is paid to strategic planning in local government structures. First of all, this is due to the processes of decentralization of public administration. Strategic thinking contributed to increasing autonomy in decision-making at both local and regional levels. When we speak of strategic planning, we consider two of its components: the development of strategies and organization of planning.  A new model requires optimal use of human and financial resources in the field. The greatest economic potential had traditionally been in the regions with easy access to fuel resources, raw materials, capital, cheap low-skilled labor and large local markets.   These natural advantages under new conditions began to lose their importance with the development of new information technologies, transportation systems and telecommunications. This discussion panel brings together people who are aware that there are no magical solutions to local problems or a magic strategy for local economic development in the system of public administration. There are huge differences in the interests of groups promoting local economic development and accordingly, there are ranges of options for the content of the strategy. There are a number of general provisions for the development of a strategy for local economic development, the observance of which objectively increases the possibility of success.
