Experiences and Emipirical Research Results of an EU Operative Program

Public management has been going through major changes due to several reasons. For instance the merging interest of public and private sector in critical areas such as terrorism, climate change, or technological innovation has emphasized some new intellectual thinking about public administration. Training and education of PA managers at all levels have a crucial role in facilitating these changes. Over the last couple of years these strategic and methodological thrusts have been accompanied by more and more creative use of information communication technology (ICT).
In this panel we introduce a 2 mEuro state reform operative EU program – code name AROP 2.2.19. - managed by the National University of Public Adminsitration whith the general objective to modernize the continuing education in the Hungarian PA sector. Both from its scope and from its budget point of view it is one of the largest such effort not only in PA but in also in the Hungarian higher education sector as well. Our invited panelists will be the experts of the program, and interested colleagues in technology driven learning innovation.
The general objective of ÁROP-2.2.19 is broken down into two specific goals: one to research, and develop a unified, integrated e-learning knowledge base, and second to disseminate new waves of e-learning (e.g. MOOC) methodology and e-learning materials. As concrete deliverables during the project we need to develop 35 e-learning trainings (with 5 blended and 2 simulation based courses) accompanied by methodological support and to enroll 10000 participants into these courses. To achieve this purposes the National University of Public Services established an E-learning Methodology Centre (EMC) which serves the needs of the "e” education of public service employees not only in the project but also on the long term.
During the project lifecycle EMC establishes standards and best practices for the development of high quality e-learning materials for the public sector. These standards regulate development procedures, and also the delivery of the learning materials. According to our intention the project will outline the future e-learning based education platforms and how the stakeholders construct an effective social learning environment. and content development process.
In the panel we show the empirical results of the project, how the particular technology innovations are perceived, how the learning process is working and very importantly how the expectations of management, learners and educators are met. The results go beyond continuing education of PA and explore the needs and opportunities of the e-learning based education in general. The presenting experts will show the results of desk research, datamining, focused group discussions, interviews and large volume questionnaires.
