To open the NISPAcee Annual Conferences to even more potential contributors and to make it even more attractive as the meeting of Public Administration and Policy scholars, experts, and practitioners in the region and one of the most important meetings of the field internationally, the 14th NISPAcee Annual Conference  introduced a new concept: That of a General Session, in which papers not restricted by any topic or theme can be presented. The only criteria for acceptance are (a) scholar quality, (b) interest of topic and (c) “from or about the region”, i.e. papers should come from Central and Eastern Europe, Central Asia, and the Caucasus, or be about that region. Since this concept  confirmed a large interest among the NISPAcee community, the General Session is being included into the Programme of this Conference.  It is intended to give scholars the possibility to present their most interesting and recent research that they would want to share and discuss with an international and knowledgeable audience – and to give them the option to do it in the NISPAcee framework. As with all sessions, the best papers will be published in the Conference Proceedings or in the NISPAcee Year Book.

After having their exams, after having their scientific or practical education the Human Resources Management System in the Public Service has to care about the career of their staff members. Therefore different professional HRM instruments have to be in place, i.e.: job profiles, staff selection procedures, performance management.
All these Instruments of a good human resources management in public administration are necessary to have outcome oriented work in the public service, to develop change for improvement and to create motivation. The subject is also linked with organizational change and change management.

Professionalism in civil service training for democratization and political competition

During the last decade of ongoing reforms in central and eastern European countries, together with the increasing requirements on the professionalisation of the civil service and the role of public administration, the schools and institutions within the NISPAcee network have been developed in terms of quality and quantity. Many of them have a very different history and differ in their approaches to complete their mission, but still they face similar and new opportunities for further improvement of their academic research and training programmes in order to meet the challenges of the contemporary era. This panel session aims to provide a forum for Heads of schools and institutes from the NISPAcee network to meet and discuss the challenges they face;  how to cope with them and similtaneously establish more sustainabale communication amongst them in the future. Therefore, all representatives of schools and institutes are welcome to participate in this panel and share their experiences with colleagues from other institutions and countries.

Issues for Discussion:
1) Difference between Soviet and democratic professionalism of public administration.
2) Indispensable obstacles on the way of democratization.
3) Is there a standard roadmap for reforms in training institutions for democratic public administration?

Theme 2007:‘Administering the Summit’ in Central and East European Countries

The coordinators of the permanent working group on politico-administrative relations selected papers for presentation that analyse the coordination of the ‘summit’ i.e. the leadership of executive power in Central and East European states. The objective is to investigate the organization of the nexus of government and the complex structures and processes in which political and managerial roles become interconnected in the pursuit of effective coordination.

A study of the politico-administrative dynamic at the core executive is important for CEE countries for two reasons. Firstly, new member states have met considerable problems in developing specific devices for channeling national policy priorities in the multi-level structures of the EU policymaking process. This has implied that the role of government bureaucracy has increased sufficiently since effective politico-administrative coordination has acquired a higher priority. Secondly, in nations with more fragile structures of democracy the tendency of bureaucratic capture of political roles and posts and/or in substitution may be observed.

Theme: Public Management Reforms in CEE and the CIS

Reflecting on the unprecedented wave of public sector reforms in Central, Eastern Europe and the CIS in the last 16 years, the NISPAcee Working Group on Public Sector Quality has focused on public management reforms (PMR). The members of the Working Group have started cross-country comparative research which would cover 15 countries of the region.

For the meeting at the NISPAcee conference in Ljubljana 2006, the participants prepared country public management tables in which they catalogued the process of PMR in their respective countries. Additionally, participants prepared country profile papers describing public management reforms.

The members of the WG have followed the agreed-upon research methodology when preparing their country PMR papers for the meeting in Kyiv. It is the goal of the Working Group to have a book on public management reforms in CEE and the CIS published by Fall 2007.

The membership of the Working Group seeks to build connections between reflective practitioners and engaged scholars in the Ethics/Integrity field, as a matter of priority. The primary objective of the Group is to enrich the 2007 Conference program with practice papers which focus on instruments, results of implementations and impact. Presentations are going to be focused also on new aspect of the field of Ethics/Integrity in Public Governance.

In the working group one session will be without presentations, different approaches and possible (funded) projects in the field of integrity management will be discussed.

The Working Group in the last five years have touched a number of issues facing, primarily sub-national governments in transitional countries. However, the transition has not had the same pace in all the regions of Central and Eastern Europe and fSU. The countries of Central Europe have had a somewhat accelerated transition and are often referred to as advanced transitional economies, whilst countries of the Western Balkans have had delayed transition and some of the Central Asian republics even after more than 17 years of transition, are at the very beginning of that very process. Therefore, issues that may have faced all the countries in the early 1990s are not shared by all the transitional countries any more. Central European countries have largely decentralised, both politically and financially (fiscally), whilst in some others (more East) there are still debates going on the benefits (and costs) of decentralisation. In order to facilitate research on the topics that may be country specific and to attract necessary research attention to all the important issues, this year the Working Group has solicited research on a particular burning issue that, in opinion of a research, is characteristic for a particular transitional countries. Consequently, the differences in the stage of transition are reflected upon the issues that have been raised and researched. This should enable the group to develop a firm agenda of further research topics to be explore in the years to come.

The development of civil servants' administration skills is one of the conditions for an increase in public service professionalism, impartiality and transparency. The civil servants' continuous training system is closely related to the strengthening of administrative capacities and new quality creation according to the conditions of the Europe and Eurasia. The main objective of public administration and public policy is to create a civil servants' training system, which would be integrated and governed by central and local government and to evaluate the development of the system and related programmes.
The following relevant problems related to improvement of public servants training and professional development will be discussed: new challenges to develop public servants training system under conditions of globalisation, EU enlargement and knowledge society establishment; progressive experience of public servants' training accumulated through international practice; establishment and development of public servants training systems, development and implementation of national and international strategies for improvement of such systems.
The main attention will be paid to the following issues: new challenges for the improvement of public servants training, studies and qualification quality; new experience accumulated in CEE countries, members of the EU, while improving public servants qualification and organising teaching and studies; new phenomena and problems which silhouetted after EU enlargement; integration of scientific research elements into processes of training and qualification improvement.
The results of the workgroup will be characterised by a resolution. It will determine the main priorities of the work group: progressive experience of public servants training accumulated in the world practice, EU countries and other countries; new challenges, new opportunities and new teaching technologies which are to be taken into consideration under conditions of EU enlargement; experience of public servants training accumulated; analysis of current situation; development of public servants training systems and implementation of long-term strategies; development and implementation of international programmes and projects in the sector of public servants training.

Domestic and external factors affecting the management and sustainability of change.
The coordinators have identified the  following set of problems:
lack of common understanding and expectations of the aims of PAR projects;
confusions over the terminology used and methodologies proposed (Anglicised terms like ‘governance’ and ‘capacity-building’ do not mean the same to people with different professional or technical backgrounds, and when translated into different languages);
suspicion that many foreign consultants have only technical qualifications, and lack necessary understanding of the historical and cultural setting in which they work on mission;
recipient governments and beneficiaries are often not as willing or capable to implement projects as external donors suppose, and need, them to be;
it is often far from clear who the real beneficiaries are intended to be, while there is often limited opportunity for those outside the state administration to obtain information about projects or to make their own views known;
the objectives of PAR, and standards of ‘best practice’ or ‘benchmarking’, often exceed what is normally expected or achieved in the states acting as donors or ‘norm-setters’ themselves;
generally the problems of managing projects and making them sustainable have been under-estimated;
fixed ideological perspectives on both sides have deflected projects from meeting the real needs of PAR, and priorities of public policy, in the countries concerned;
the needs of reform in those states that have not already acceded to the EU, or do not qualify for, or seek, membership, differ in crucial respects from those in the new member states of EU from CEE and thus need special attention.

It was suggested that NISPACEE provides an ideal forum in which to investigate such claims across a number of different affected countries, and to convene a group of experienced and interested professionals to begin a search for explanations and possible solutions.

Meeting the needs of ethnically diverse communities, advancing multiethnic democracy calls for new directions in the training and composition of the public service. Good laws are important, but they are not enough. The recruitment, education and training of the public servants who implement and administer these laws are critical. Multi-ethnic democracy requires multi-ethnic practice from the public service. Meeting this challenge begins with the work done by Schools and Institutes of Public Administration. Higher educational and training institutions should strive to recruit and train a diverse community of future public servants who will be ready to face issues related to the multiethnic communities and to find solutions that will promote democratic development of such communities, support their involvement in the decision-making processes and their general, broader civic integration with the rest of the population.

This panel brings together heads and faculty from schools and institutes of public administration who are experienced in dealing with multiethnic issues in the region to discuss strategies for their teaching/training programs, share with experiences, their observations on what works well in such programs and what needs to be avoided.

As the OSCE is a forerunner in promoting good governance and building the capacity of policymakers through teaching and training programs across South and Eastern Europe, we hope on their participation on the Pannel session. The contribution of the OSCE representatives having extremely rich experince of working in diverse and divided societies might be essencial. It would also offer opportunities for networking and possible collaboration to pursue some of the recommendations for introducing and/or strengthening diversity management components into civil service training and public administration education.

Topics will include approaches for recruiting an ethnically diverse body of students to study public administration, teaching and training methods relevant to such body of students, building curriculum and knowledge for effective public administration education that involves the issue of policy design and administration for multi-ethnic societies. How to make more emphasis on civic identity in order to support development and implementation of more effective policy on ethnic minorities, how to secure minorities’ rights in public administration and education, how to improve minorities’ access to the judicial system and participation in decision making process? These are very important issues to be discussed by the session participants.

The panel will be of relevance to all who are interested in the future of public administration education and to anyone concerned about advancing social justice in public affairs.

During this workshop EAPAA representatives with experience in writing and judging self-evaluation reports and in reviewing programmes, will go through the different aspects of writing your self-evaluation report as part of the EAPAA accreditation procedure.

Aspects that will be discussed are:

● Presentation of evidence
● Materials to be collected
● The EAPAA criteria
● Self-critique

Information about the EAPAA, established in 2000, and all related documents for accreditation of public administration programmes can be accessed through their website www.eapaa.org. The workshop session aims to provide institutions and individuals from the NISPAcee region with an opportunity to learn in more details about EAPAA businesses and also with an opportunity to contribute with comments and proposals on the EAPAA activities and functioning. Invited speakers will share with the conference participants their experiences of ongoing accreditations and preparation for accreditation. These speakers include the General Secretary of EAPAA, members of the Accreditation Committee and representatives of programmes which have already been accredited. This session proposed to investigate the adaptations of roles and interactions between ministers, civil servants and advisors in the 'administration of the summit'. The latter group are usually seen as one of the group of state actors, alongside ministers and civil servants.  However, the roles advisors play in policy making coordination often remain unexplained and not distinguished from other state actors. Papers focus on understanding the roles of these various actors in politico-administrative coordination, taking into account factors such as the impact of vertical and horizontal coordination processes and whether advisors, in particular, have emerged as a new group of elites at the 'summit'.

The papers are based on several research projects in the area of minority participation and inclusion in public life that are currently being developed by the European Centre for Minority Issues (ECMI), Flensburg, Germany.

The main objective of the papers is to propose different research strategies for analyzing approaches adopted by individual states in order to facilitate the inclusion of ethnic minorities in public life. The proposed research strategies will help to analyze and evaluate different institutional arrangements made by governments in Eastern and South Eastern European states with a high percentage of minority population, in order to encourage the participation of minorities in public life.

In particular, the papers will discuss strategies for analyzing the availability and effectiveness of affirmative actions or other legal provisions ensuring minority participation in the decision-making process and minority inclusion in civil service. They will propose specific empirical indicators for estimating the extent of minority inclusion in civil service and methodologies for analyzing minority perceptions of fairness of minority representation in public life.
