The 26th NISPAcee Annual Conference hosts the 20th Anniversary Workshop of the Journal of Comparative Policy Analysis (JCPA: https://comparativepolicy.org) affiliated with our partner scholarly society, the JCPA-Forum. Such workshops are taking place throughout 2018 with ten other international associations. The JCPA is the only explicit journal of comparative policy studies and is recognized as having pioneered this domain. It grants the award for the best comparative paper at partner associations including NISPAcee, and involves institutional and individual members as well as authors, editorial board and council members, from Central and Eastern Europe (www. Comparativepolicy.org). The theme of the Workshop is Comparing Public Policy Process and Effects: Well-Being and Growth in Central and Eastern Europe Countries. This will be addressed in a comparative perspective, with the focus on the way public policy processes and their effects influence well-being in terms economic, social and cultural growth. The goal of the workshop is to involve established and young scholars in a dialogue advancing comparative policy studies. By comparative it is meant comparisons between the policies or policy experiments of social units (nations, institutions, organizations, and others). The comparisons can put forward comparative methods, comparative theories, supporting or reinforcing policy practices. Faced with unprecedented challenges, such as globalization, corruption, government mistrust, economic changes, an aging society and migration, governments across Central and Eastern Europe need more than ever to be able to design modern governance and policy instruments. Public policy comparisons can facilitate the design, implementation and know-how transfer of public policies between governments in the region. It is believed that the comparative approach allows for lesson drawing, inspiration, transfer or adaptation of success stories, and avoidance of failures. These can considerably improve the decision-making processes, as well as citizens’ participation and quality of life.

Depending on the number of participants, one or more time-slots will be reserved for this part of the seminar.

The main conference theme "Public Administration for Well-being and Growth” represents a focus of public administration across all types of governments and agencies and countries. As a focus, it is a thought process that should be on the mind of all public administrators. In some people’s view parts of the theme can be opposed to the other. A focus on wellbeing might be viewed as a goal for a healthier environment, greater emphasis on recreation, social justice, medical institutions and mental health systems. It can be interpreted as a need to slow down growth and focus on the individual, think more about their environment, social needs, and health concerns. ‘Growth’ might be perceived in just economic terms and may conjure up images of industrial expansion, massive transportation infrastructure, and sprawling cities. For some growth, means traffic congestion, a greater cost of living, more complicated bureaucratic systems and an increase in life’s tensions. However the phrase, ‘work smarter not harder’ may be relevant here. Growth can mean a variety of things. Economic growth does not have to lead to negative consequences. Yes, chaotic economic growth can cause environmental cost burdens that take years to clean up and ultimately slow down growth. It often means uneven development which enriches some, to the detriment of many others, and which will often restrict economic development further down the road. But, careful, more thoughtful and controlled economic growth can avoid these concerns and create a more sustainable, long-term development. Economic growth is important to wellbeing. It provides the opportunity for work and income which enhance one´s wellbeing not only materialistically, but, by providing hope and offering the independence, dignity and self worth of employment and income. Also, the word ‘grow’ implies more than just economic growth. It can mean maturity, the maturity of our understanding of the importance of the public sector and its effective function. Growth in maturity can mean raising our ethical standards, and improving the way in which we interact with and empower citizens. The theme of the conference calls for papers that address the focus of public administration on the well-being of every individual while promoting the wealth, and stature and maturity of our communities through sustainable development, including building the capacity of public institutions. How can we balance these goals, look for synergistic and complementary growth while focusing on wellbeing? How can we develop the quality of life of our national and local communities by building smarter public institutions?

The Working Group on Local Governance deals with all sub-national levels of governance from several points of view: regulation, structure, organisation, functioning, finance, representation, election, and public policies etc. The WG especially welcomes empirical research results, comparative analysis, but also welcomes theoretical contributions. Central theme for 2018: Shift between centralisation and decentralisation In many countries, local governments have been given more functions within the framework of decentralisation. Nowadays, the consequences have become visible in sometimes an improved, but also a deteriorated service delivery. In addition, recently, the opposite trend, namely towards re-centralisation is seen. This takes place, if not in taking back the responsibility of policies from local governments by national governments, then by setting stricter regulations and boundary conditions on the workings of local governments in decentralised areas. Local governments react differently. Sometimes one sees amalgamations, and at other times, inter-municipal cooperation and/or mergers of local administrations. All these trends have their merits and drawbacks. Furthermore, these developments beg the question as to what municipalities can learn from developments taking place in this regard in other countries. The developments have an impact on urban-rural networks, as well as on the classic issue of decentralisation and centralisation.

The e-Government Working Group invites innovative contributions concerning the influence of information communication technologies (ICT) on government, public administration, public policy and the public sector in general. The main focus and differentiation is not only discovering some of the special challenges originating from the CEE region, but also contributing to the general discourses on digital transformation of citizens, institutions and governance. Specific goals for 2018: 1. Digital service innovation: How various ICT and digital technologies are used in transforming processes, structures, stakeholder relations etc. in order to innovate government and public service delivery. 2. E-participation: How ICT enhances democratic processes, collaboration, co-creation and by doing so how e-solutions contribute to building better communities. Within this stream of research we are especially looking for cases, empirical findings relating to local governments and communities on how more active and effective citizens´ involvement can be achieved. 3. Social media use in the field of e-government and e-governance: Innovative use of social media in local or central government practices, communication processes, service delivery and in citizens’ engagement. Beyond these specific topics, the Working Group is also open to contributions on other evergreen aspects of e-governance research, such as the concepts of open data, challenges of privacy and security, transparency and new dilemmas of multi-level governance.

The Working Group on Public Administration Reform has traditionally been an arena for debating and comparing the dynamics of institutions and organisations promoting a professional, merit-based and neutral civil service. Its initial focus on new EU Member States from Central and Eastern Europe and the Baltics has developed and today, the Group also benefits from the research contributions and grassroots experiences of academics and practitioners from Europe, Central Asia and beyond. For 2018, the Group aims to channel discussions around the core values of public action – such as well-being and happiness, and their reflection in current state leadership. Whilst some scholars have increasingly focused on finding what makes people happy and why policy-makers should learn about that (Helliwell et al. 2014, Clark et al. 2017), others have critically approached the measurement of well-being and suggested alternatives to the existing trends (Diener et al. 2009, Daeton 2012).Additional researches investigated resilience (at individual, organisational and community level) as the capacity to endure, adjust to, and recover from unexpected events. Resilience, such as the capacity to recover, was seen to be important in the process of re-constructing well-being at different societal levels. Given the multiple waves of reforms and challenges of the recent years (ranging from economic and financial crises to climate change), resilience needs to be better understood as part of providing societal well-being. As such, and following the commitment from OECD (2016) "to put people’s well-being at the centre of governments’ efforts” and the conditions necessary for achieving their happiness, as described in The World Happiness Report (2017): "high levels of mutual trust, shared purpose, generosity and good governance”, the Working Group on Public Administration Reform welcomes researches that explain and reflect on the current political, social and economic turmoil and its impact on the traditional scope of governance. What roles should governments undertake in order to support the sustainable growth of their respective communities? How could think tanks, community leaders and ordinary citizens contribute to making policy-makers aware of their misery or well-being? What impact does the ideological envelope of good governance bear and what stories does the research on development aid have to share? Comparative analyses on different policy choices in support of sustainable growth, as well as innovative models for measuring well-being and resilience are especially welcome.

The aim of the Working Group on Regional Development and Inter-regional Co-operation is to identify, explore and disseminate new research within the broad field of regional governance and create a platform for academics and practitioners to debate and advance new scholarship and solutions to pressing issues. Our main focus is on the theory and practice of regional development and inter-regional cooperation on different levels (from state to local, municipal) and aspects (administrative in its relations with social, economic, cultural), to cover the history and good practices of the process. In 2018 the Working Group concentrates on the effects of social and political uncertainty on regional governance and inter-regional co-operation, and bring the work under the umbrella title of: "Regional Governance in Uncertain Times”. We are therefore inviting contributions that broadly fall within the following topics: ●the challenges to regional governance in an age of social and political uncertainty; ●regional and municipal cooperation as a catalyst for regional development; ●the role of cooperative regional clusters in Europe and neighbouring countries in promoting good governance.

The Working Group’s aims are to better understand the role of NGOs in governance in the CEE region (in the geographically broad sense), to analyse the activities and performance of this sector, and to explore multi-sector strategies for meeting the public interest, amongst other things. Our definition of NGOs is broad and involves informal organisations, cooperatives, non-profits, civil society organisations, and so forth. Our focus is particularly on those NGOs whose mission is strongly related to the public interest and that work in the areas of governance, social and health services, public policy, citizen participation, human rights, and/or humanitarian aid. We also intend to explore the role that NGOs play – independently and in multi-sector collaboration with government institutions – in defining and achieving the public good. The main theme of the Working Group on NGOs panel for the 2018 conference is the relationship between the state and the third sector regarding service delivery, broadly understood. The WG is especially interested in learning about the following topics: - What is the role of NGOs in delivering services at the national and local level in CEE countries? - What are examples of existing cooperation between NGOs and national and/or local government in the region to deliver services in various policy arenas? - How is such cooperation between various NGOs and the state occurring, and how do various countries compare to each other in this respect?What prompted this cooperation to occur and what form does it take? - How is such cooperation – its process, outcomes, and success – influenced by government policy, legislation, financial support and public attitudes? - How does this cooperation influence the internal structure and operational procedures of NGOs? What factors in NGO practices or structure facilitate or impede the success of collaboration with government? - What methods of measurement are used in evaluating organisation and programme performance with respect to service delivery and inter-sector cooperation?

The WG on Public Finance and Public Finance Management accepted contributions within two research tracks for this year´s conference: (1) General track which follows the main theme of the conference – Public Administration for Well-being and Growth, and (2) Specialised track: Burning Issue in Local Government Finance in a ‘named’ Country. The Working Group remains a constructive, solid, learning forum for academics, policymakers and other stakeholders in exchanging experiences on how academics can meet the urgent needs of public servants, civil society in practice-oriented, evidence-based studies in preparing and promoting relevant policy advice as well as in upgrading academic and training programmes in public policy analysis and encouraging the transfer of knowledge on public policy in Central and Eastern Europe. The goal of the Working group for the discussion in 2018: What does the existing CEE experience tell us about the contribution of public policies to sustainable well-being and growth? The goal of this panel will be to discuss the perspectives and benefits of EAPAA accreditation and certification in the CEE region. The specific goal of the panel will be to discuss relations between accreditation and certification, the way in which we decide when to apply for certification as the final goal, certification as the pre-step towards accreditation or directly for accreditation. The panel will also discuss strategic issues in the management of PA programmes, including the internationalisation of the programmes and their staff, structural changes of curricula (national versus international) and the effects of new technologies on PA teaching. Opportunities for an acceptation of the EAPAA accreditation by national accreditation bodies will also be reviewed.

Public sector coordination has become one of the key issues in contemporary public administration discourse. Governments worldwide have introduced new coordination arrangements to counteract ‘siloization’, integrate different parts of the public sector, foster joint problem-solving across organizational boundaries and to increase government capacity. In various contexts these processes have been different. However, the available studies on public sector coordination and core executive dynamics mostly come from long-established democracies, Western Europe or countries with an Anglo-American administrative tradition. There is considerably less knowledge available on coordination in the NISPAcee area. Although the coordination issues have been discussed in several NISPAcee working groups, especially the working group on politico-administrative relations, there is a noticeable gap in covering the more recent developments. The panel aims to fill this gap.

The Working Group intends to deal with the often unpredictable nature of the CEE/FIS transitional context for public administration. We hypothesise that the change-uncertainty phenomenon in CEE-FIS countries has a distinctly different character than change phenomena in more stable western contexts. This closing session focuses on the role of PA institutions and programmes in the enhancement of sustainable development, especially the implementation of SDGs, in line with the main theme of the NISPAcee Conference. Universities and training institutions are core to the development of capacities within national public administrations - the session should respond to the questions of how and what should be done for these capacities to be developed in order to implement the 2030 Agenda and achieve sustainable development goals. The contributions of these institutions, especially within the NISPAcee region, and the main challenges they face and how to cope with them will also be discussed.

14:00 Departure by buses from Iasi You will meet with your guide and enjoy a day trip to one of the most beautiful and best preserved rural regions in the country. 14:45 - 15:15 Photo break at the garden of Ruginoasa Palace The palace, which today houses the memorial museum "Alexandru Ioan Cuza”, was built in Neogothic style during the first decade of the nineteenth century after the plans of Viennese architect Johan Freywald. 16:00 - 17:00 Visit of Neamț Citadel Neamt fortress – an important military and historical attraction built in the 14th Century that survived the siege of Sultan Mehmed II, the conqueror of Constantinople. We will take a stroll up the hill and enjoy the beautiful view offered from this impressive fort. Located at 480 m altitude and named after the nearby river Neamt, the fortress had a strategic position for defending the territory of Moldavia. In case of a heavy rain the visit of citadel may be cancelled. 17:30 - 18:00 – Walk into the medieval orthodox church of Neamț A jewel of 15th-century architecture, the church was built during Voivode Ştefan cel Mare's reign, in 1497. The facade of the church has all the characteristics of the architecture of the time: Gothic windows and friezes with enameled disks, colored in green, yellow and brown and the interior is reminiscent of the mystical and dark atmosphere of the medieval Moldavia. Optional, depending on timing: 18:30 - 19:00 - Experience the Folk Art and Mask Museum Witness their vivid tapestry of old customs, handicrafts and folklore by visiting the Nicolae Popa Museum. The museum was founded in the ‘70s by the local sculptor Nicolae Popa, in his own house and features an impressive collection of masks and ritual costumes used during the Winter Festival in Romania. 19:30 - Dinner in a traditional Romanian Inn / Turkish Auberge „Hanu Ancuței” The dinner will feature a traditional food experience, accompanied by local Moldavian music „taraf” (band). 22:00 - 22:30 Expected arrival to Iași
