This session proposed to investigate the adaptations of roles and interactions between ministers, civil servants and advisors in the 'administration of the summit'. The latter group are usually seen as one of the group of state actors, alongside ministers and civil servants.  However, the roles advisors play in policy making coordination often remain unexplained and not distinguished from other state actors. Papers focus on understanding the roles of these various actors in politico-administrative coordination, taking into account factors such as the impact of vertical and horizontal coordination processes and whether advisors, in particular, have emerged as a new group of elites at the 'summit'.
