Moreover, in such techno era, where disruptive technology spontaneously turns into traditional one, this holistic civil service system should be promptly adaptable and dynamically agile. For instance, AI, IoT, Blockchains are there to expect the concrete results and responses from any advanced IT users. The study focuses on revealing the link between the IT competencies and performance management in general. To what extent the outcome of delivery will obtain a qualitative nature and be included into the ‘must-have’ civil servants’ skills list.
