 Title  Best HR-Practices Competition as a Tool of Interregional Collaboration and Experience Exchange

Four years ago Civil Service office of Russian Ministry of Labor and Social Security launched a very interesting project – all-Russian competition between HR- departments of Russian governmental and public organizations of federal, local and municipal levels. The competition immediately became one of the most popular events among Russian civil servants. Governmental and public organizations from all over Russia started trying to show all of their best to convince the jury that their practices are the most excellent and their HR-specialists are the most professional.
But the main objective of the competition is not rivalry or emulation. The main idea of organizers was to bring together HR-professionals from governmental and public organizations and to initiate the process of exchange of best practices.
During the first year of competition the Civil Service office received 122 applications. In 2016 there were already 214 of them. Geography and status of applicants also changed. Majority of applicants in first year were representing federal ministries and big cities. After two years of the competition it was joined by representatives of small towns and municipalities from the most remote regions of Russia.
