Presenter Laszlo Vass Abstract The paper presents a concept and approach of the public policy process from the point of view of the interest groups influencing and involved in the process. Two dimensions are discussed: 1. The role of the policy network as the world of the policy actors having direct or indirect impact on the policy process. The question is that how the circles of the involved actors is changing during the diffeernt phases of the process? Who are those actors, what are their objectives and interests in the process 2. The Public Policy and the Public Affairs. The issue management and the world of the lobbying in the policy process and for the policy process. The roles and relations of the policy actors during the lobby actions. The paper has a general objective: making clear that the public policy process is an interests governed project, and also a battle-field of the „public interest” and the particular interests. Depending on the characteristics of the public administration systems, the roles and opportunities of the interest groups are varying in the policy processes. The discussion on the Public Affairs in the EU is a special focus of the paper, because the European public policy space as a very active lobby scene.
