Presenter Abstract Improving the public policy making process is currently one of the objectives of public administration reform in Romania. A successful approach aiming to replacing the traditional policies based on intuition and “ideological reasoning” with policies derived from rational decision-making processes is the approach of evidence-based public policy (EBP). In this regard, the policymakers’ agenda seeks to identify the effects of policies’ interventions on the basis of solid evidence, using tools that allow a rigorous determination of causality. The instrumental set used by the policymakers in Romania, generally based on economic analyzes, democratic consultation methods, and the regulatory impact assessment of the public policy proposal, provides optimal solutions that sometimes do not facilitate expected impact for the public policies. The failure to implement is often due to the lack of political consensus, technical difficulties, and the lack of social acceptance of the proposed solutions. The paper highlights the methodology and technique pertaining to Dynamic Simulation (DS), claiming that DS is an appropriate tool for reinforcing the evidence-based policy-making process. The main argument is based on the fact that DS analysis models allow the decision makers to choose the appropriate one from a wide range of public policy options based on multiple and rational criteria (Nicolescu, 2011), thus facilitating the process of public policy making, the achievement of political and social consensus based on evidence. In support of this assertion, the paper presents a case study on the application of the FUPOL model, a comprehensive new governance model to support the policy design, at the level of an urban policy.
