 Title  Core Executive in Central and Eastern Europe: Planning Government Work in Estonia

Abstract  
  
Although it has been argued that core executives in Central and Eastern Europe are largely unable to perform their coordinating roles, there are only few studies on the topic and the recent developments. The longitudinal trajectories of CEE core executive reforms are largely unknown. The aim of the paper is to shed more light on the issue. The goal is pursued by analysing the evolvement of government work programme as a centre-of-government coordination instrument in Estonia. The paper concludes that different pressures originating from both the international and national environments have led to the substantial strengthening of core executive in Estonia. However, the context and content of changes have been different from the re-centring processes in the established democracies.
