Abstract  
  
One of the biggest challenges for the post-communist state’s administration is to overcome its hierarchical and vertical character and introduce more effective decision-making mechanisms. Polish administration still struggles to apply more flexible approach to the firm and procedure-oriented hierarchy. It wasn’t until joining the EU, when the horizontal links were gradually installed and forced the different sectors of government to overpower the unwillingness to work together.
Institutional learning is nevertheless a blind spot for the Polish government administration and the efforts to make ministries and central offices share knowledge and information remain to a certain extent unsuccesful. The most important challenge to the public sector coordination is achieving consensuality in decision making and implementing public policies, both within central administration and in collaboration with local government authorities.
