Abstract  
  
In Hungary after the transition in 1990, as well as in other eastern European countries one of the biggest challenge was to improve the efficiency and the cooperation between NGOs and the bodies of public administration.
The all-time progressive power has realized that the non-profit sector has a great amount of provision that could be used in developmental programs and processes, so that the region will improve.
It is still example nowadays to examine how these processes turned out, how successful were they and what kind of problems occurred. It is a great question, that can we generalize these experiences and that if we can draw conclusions regarding the role of the civil sector.
The social participation in the developmental politics was supported by different laws from the middle of the 90’s. This study mainly focuses on summarizing of the experiences of regional social conciliation. In the study, the presentation of other regional processes are to draw a conclusion between their relations.
Based on legal regulations and on my practical knowledge and experience, I would like to present what kind of regional social conciliations have gone thru in Hungary, especially in northern Hungary.
I would like to examine, how NGOs managed to take a role in the decision preparing processes, and what kind of impact did it have on the improvement of civil sector. I would like to find an answer, that was the formal, institutional cooperation, or the personal relations were the determinative.
As a conclusion of the study, I am presenting an analyze of the occurred problems which are the following: the participations of the conciliation processes, the rights of participating organizations, the obligations of the consulting regional state body, the esurient of the different needs and conditions for the participating organizations.
