 Title  The Impact of Operational Programme Administrative Capacity Development (OPACD) on Civil Servants` Training in Romania

The training capacity for the public sector is discussed in this paper which considers training programmes covering modern management methods in the public sector that directly target leading and top civil servants. The implementation of civil service reform within the realm of OPACD 2007 – 2013 pointed at capacity development to increase service performance in the public sector and paying particular attention to the development of public administration`s capacity of policy-making and implementation. The paper aims to explore whether the training programmes have had an impact on the results obtained by trained top civil servants in their professional activity, especially in policy-making. The research will employ a survey on top civil servants from central administration, trained according to the competency requirements to increase capacity of policy-making. The results will show the variations in the performance ratings for top civil servants with a focus on the impact of the training on public policy formulation capacity development on the trainees.
