Presenter Abstract At EU level, in many Member States the right to housing is recognized in the constitution or national legislation and the administrative responsibility for social housing is decentralized to municipalities, where these houses are assigned according with the local regulations. Local authorities now have an effective tool for satisfying the needs of communities they represent, social marketing, a non-business tool understood as an innovative solution whose very purpose is to improve quality of life. Following the development of the growing vision of public marketing in the organizations, the paper aims to emphasize the use and impact of one of the four instruments of the marketing mix, namely the partnerships, from the perspective of improving effectiveness and efficiency of the measures taken to ensure social protection of homeless people from a territorial local collectivity in Romania- Bucharest Municipality. The research methodology used in the paper is mainly qualitative and was based on analysis of official documents, case study and interviews – structured with the Bucharest City Hall representatives.
