 Title  The Process of Separation of Ownership in Co-owned Companies of the Tel Aviv Municipality and the State of Israel - Case Study

The professional literature deals extensively with commitment (management and personal commitment), trust between partners and transparency as critical success factors in collaboration in general and collaboration among public entities in particular.
The State of Israel and the Municipality of Tel Aviv owned seven joint subsidiaries with different holdings in each of the companies (five jointly owned companies of 50% each, one company with a majority to the municipality and one company with a majority to the state).
As a result of the understanding at the state level (by the Ministry of Finance - Government Companies Authority), the Israeli government made a decision to sell the State's shares in these companies to the Tel Aviv Municipality.
In 2016, a long process of over eight years of negotiations between the parties on a commercial basis came to an end.
In 2013, the process was considerably accelerated, joint teams were created from both parties, and the process resulted in an operational method with common, mutual and shared goals, objectives and clear -cut schedules.
This process, although managed by public officials (with the assistance of additional external professional consultants), included all the elements of business, competitive, instinctive, ups and downs, conflicts (professional and personal) and so on, to its successful conclusion in June 2016.
The purpose of this article is to demonstrate how the implementation of the principles of commitment, trust and transparency in practice led to the successful conclusion of the process. Of course, in such a process there was involvement of stakeholders and other factors such as legal aspects, economic evaluation, assets, etc. - but these basic principles (commitment of management at all levels, trust and personal relationships between the teams and their managers as well as transparency in ongoing work), were the infrastructure that enabled their activities and finally the success of the entire process.
The research method will be qualitative research using semi-structured interviews, in the process where involved 10-12 people. After conducting semi-structured interviews with 10-12 interviewees, we will analyze the data and draw conclusions.
