Abstract  
  
It is a commonplace that local governments are responsible for wellbeing of the people, but how to contribute to the competitiveness and resilience of settlements and regions is an open question and there is no only and ever answer to this. The paper aims to imbed the role of county (meso level) governments into the wider dimension of development policy. The paper introduces the changing role and means of county assemblies in regional development and managing of EU cohesion funds in Hungary (and some comparisons with the regional actors of CEE countries, which are the most supported member states by EU SFs).
The paper will be based on an empirical research conducted on activities, organisations, and decision-making processes of county governments (financed a KÖFOP 2.1.2.-VEKOP 16-2016-00001 project of National University of Public Service).
