Abstract  
  
In the present legal state of Poland, the mayor is the most important political leader in the Polish municipality. Although the council is an organ that controls the activities of the mayor, its impact is not as significant as it was before 2002. The results of the election may be coexistence. The cohabitation at local level is co-governance by the authorities: executive and legislative – supervisory ones coming from different political and ideological camps, when the mayor is elected by residents this does not enjoy the support of the absolute majority in the council or he represents the opposite political camp than representatives of the municipality council.
So, the question is, where is the mayor looking for support in the case of cohabitation in the municipality. Is she/he trying to get along with the council? This would mean that the coexistence would be peaceful. If she/he does not agree with the council, and the cohabitation is conflicting, where does the mayor look for support. What support groups may have an executive? Are they residents, politicians at regional or central level? The article will answer these questions.
It should also be added that the mayor is the head of the municipality office. The staff of the office are responsible to her/him. The head of the organizational units, e.g. school headmaster/mistress are subordinated to the mayor. In the case of cohabitation somehow the mayor is supported by this group. The authors of this article will also try to answer this question. To what extent the local administration supports the head of the municipality.
The article will be based on nationwide research conducted by the authors throughout Poland. 1737 questionnaires and 74 in-depth interviews will be analyzed for this paper.
