 Title  Understanding Public Affairs Education in post-communist countries. An inventory of attributes with potential causal explanations.

Abstract  
  
The paper is an attempt to sum up some of the major attributes of Public Affairs Education (most of all: Public Administration and also – general – public management and policy) in post-communist countries. The author argues that, while there are great differences among post communist countries, several attributes may be identified that seem to be valid for most of these countries, and differentiate from the Western mainstream. This may be captured both in the content and method of education; both in terms of the median (the typical) and the standard deviation (the, sometimes, extreme differences) even within one country. Explanatory factors include shorter and longer history, the type of politico-administrative system as well as the sphere of academia and universities.
