Abstract  
  
Public administration in the Czech Republic was separated from the self-government and so called joint model of public administration is in place, when municipalities exercise at one time both the independent competencies (self-government) and delegated powers (public administration). High fragmentation of municipal structure (6,254 municipalities with average size of 1,701 inhabitants) creates several problems in design and organization of both types of competencies.
In case of independent competencies, we deal with problems of fiscal externalities, lack of scale economies and low administrative capacity. The major problems of delegated competencies are related to the design and especially successful implementation of a least complicated and most convenient arrangement.
The purpose of the paper is to summarize and evaluate the development of the local government structure and the structure of territorial public administration units and to explore fiscal externalities associated with (too) small municipalities.
